Sir,
With reference to your despatch No. 219 of
27th June, 1947, with which was transmitted a copy of
a petition from eight members of the Hong Kong Polic e
Force, I have the honour to recommend that the
petitioners be informed that in the proceedings of the
Salaries Commission full opportunity for the ventilation
of grievances both on the subject of seniority and on
that of salary has been afforded to the Welfare Committee
of the British Inspectorate as well as to individual
officers. You will doubtless agree that it would be
premature to return any reply to the present peti tioners
which might in any way anticipate the Commission's
recommendations.

In this connection, I invite your attention
54144/33/46(Pt.1 Sir Mark Young's confidential despatches of 4th (1) on 537/2/11/16 September, 1946, and 4th December, 1946. The latter
accompanied a petition on a similar subject and the
substance of your reply in your despatch No.43 of 15th
February, 1947, has been transmitted to the petitioners
concerned. The reference made in paragraph two of your
despatch under reply to "a petition on similar lines,
with which the signatories are understood to be
associated" is not fully understood, but may apply to
